Ruling Sylveon FFI Echoed Voice

Hello people,

I don't know if there's a thread with this very same doubt, but i don't know exactly how to search for it. But it's a very simple question that i have:

Do moves like the Sylveon's Echoed Voice one, which do more XX damage on the next turn "reset"?

To be more clear, if Sylveon attacks 2 turns in a row the move will do 100 damage, right? But if it gets paralyzed, asleep, miss out by confusion or retreat, the move will "reset" to its original state (which means it'll only do 50 damage till next turn again) or once you attack 2 times the move will be set for the match (or until Sylveon gets knocked-out)?

Also, sometimes i see people playing TCGO and they use cards like Super Rod, Ultra Ball and such, which says you to do something, but sometimes they choose not to. The card needs to explain when you are able or not to choose, otherwise you'll always do if you want to? Also this rule apply to moves too?

Like, if a move of my Pokémon says to pick up an energy card from the discard pile, i have to pick it up (if there's an energy there) or i have the choice to not to?

Question 1: Effects of attacks remain on a Pokemon even if it is affected by a Special Condition. If Sylveon FFI used Hyper Voice last turn and is still Active, it will do 100 damage if you attack with Hyper Voice again. Effects are removed if a Pokemon goes to the Bench or leaves play. So if Sylveon was Paralyzed and you played a Switch to move it to the Bench, then brought it Active again, Hyper Voice would go back to doing 50 damage. If you used Full Heal or a different effect to remove the Paralysis without switching, Hyper Voice still does 100. If you choose not to attack, it will do 50 on your next rurn.

Question 2: When you play a Trainer Card, you must do as much of its effect as you can, and you can't play it if it will not have any effect at all. For example, Supre Rod says you must shuffle 3 Pokemon and/or Basic Energy cards from your Discard Pile into your deck, but you can still play it if you only have 1 or 2 Pokemon and / or Basic Energy in your discard. In Pokemon you do as much of an effect as you can; you can still play a card if it will have at least some effect.

Deck searches are a little different. The game doesn't track what cards are in your deck. Players will sometimes play a card like Ultra Ball simply to get cards out of their hand without performing the search. This is essentially failing a search; since the game doesn't track your deck's contents, you can simply say you failed to find a Pokemon in your deck. You could even play a second Ultra Ball immediately afterward and find a Pokemon if you wish. Remember that if you fail a deck search you must still shuffle your deck, even if you decide not to look in it.
