i've been thinking about how best to approach on up coming mass of M Mewtwo and M Ray decks will be showing up post rotation.

how viable would this set up be? to much setup? if possible what would need to be swapped out or is it just not worth bothering with.

Any advice or tips would be great

The basic idea is to use the new Steam Siege M Gardevoir EX and Breakpoint Zebstrika to one shot the Mega Mewtwos and Mega Rays

Why do you need Xerneas? Just adding a 2-2 Zebstrika line to a standard M-Gradevoir deck would be much more helpful.
Also, Dimension Valley/ Sky Field is normally the stadium used by M-Gardevoir, not Fairy Garden. Third, Max Elixir is certainly not needed in a deck with so little energy.

why sky fields with the new Steam Siege M Gardevoir? i put fairy in for free retreat basically
Because normally you want 1 M Gardevoir as your active and normally 1 Backup Xerneas BREAK 1 Back up M Garde and 1 Back Zebstrika meaning you can only discard one pokemon from your bench instead of a chance of 4
SUGGESTIONS
-3 Fairy Garden
-2 Sycamore
+2 N
+3 Sky Field

In testing for the new rotation, my number 1 deck right now is M Mewtwo / Garbodor. My biggest problem is Regice. I have 2 Rangers but can't always get to them in a timely fashion. I've always run 3 psychic infinity but I think I'm going to have to swap vanishing strike in for one of them because Lysandre and the rangers may not fully be able to counter Regice.

But no question Regice is about the only thing that's stopping my M Mewtwo Garbodor deck.

isnt D Valley gone post rotation?
Yes, unfortunately.

First of all, I counted only 59 total cards; so, good news: you can add another card too.

Secondly, if your intention is to counter M Mewtwo EX and M Rayquaza EX decks, then I believe you've drafted a nice list. I especially like the idea of your incorporation of Xerneas BREAK which gives you another solid, non-EX attacker.

I do think that your deck does not have a sufficient number of Basic Y energy to support hitting 3 of 4 Max Elixir 75% of the tie (my personal metric). So, you might be better served with Mega Turbo instead.

Also note that Parallel City can also significantly disrupt M Rayquaza EX decks too.

In the M Mewtwo EX deck matchup, you can control your damage output in order to 1HKO your opponent's M Mewtwo EX; so, that's an strong advantage, IMO. Hopefully, the 2 Super Rods will be enough to sustain you during those matchups. Also, consider limiting any damage you inflict onto an opponent's M Mewtwo EX in order to minimize any potential response KO your opponent may have with Mewtwo EX's Damage Change attack (or keep your opponent's Shrine of Memories out of play as much as possible).

Suggested deck changes for your consideration:

-1 Max Elixir
-2 Float Stone - not really needed IMO
-2 DC - not really needed and harder to get

+2 Mega Turbo - less reliance on max Elixir and Geomancy
+1 Professor's letter - search and get Y energy
+3 Y (or +2 Y and +1 Fairy Garden/Parallel)

Lastly, play-test, play-test, play-test till you are comfortable with deck's configuration. That is the best way, IMO, to determine how viable a deck is.

I hope you find these comments helpful.
