There was some discussion a couple of months ago about a Talonflame Break decklist. I've been working on the deck since then and it's looking pretty different from the lists in the previous thread.
The deck is fast to set up, and can consistently output 150 damage by turn 2, and keep hitting that 150 every turn after that. It runs 0 Ex Pokemon, so is relatively budget, and is a great little deck for League events, though it will never be the best deck in the format and is relatively limited in what it can do.
My current list features 4 Puzzle of Time, which provides great versatility/utility when paired with Talonflame. It also runs a single Volcanion, which can help to set up when you don't open with Talonflame, and can keep you gassed up going into the late game. It also provides a nice little engine when combined with Scorched Earth and the single Professor's Letter, and makes those early Sycamores easier to digest. Winona, Wally and Rare Candy help you to set up nice and quickly, and the Bursting Balloons provide some much needed resilience, and can buy you a lot of time when you have to start a Fletchling. Puzzle of Time can sometimes let you have an active Balloon for most, if not all, turns of the game.
