Ruling Tauros+Old Cards

I have a Crystal Guardians Tauros which has the name and HP in holographic gold text, the rarity as a holographic star, and the background and top+bottom of the cards are rainbow-patterned. What exactly is this and how rare is it?

What old cards are still tourney-legal? Do they just do EX and D/P now?

Your Tauros CG is the Reverse Holo version & it's not that rare. The format now is HP-GE, it will be HP-MD when MD comes out...
