Ruling TCG simulator using pictures?

Is there a program like redshark, but instead of using a database, uses a bunch of pictures? i can see it being a problem to distribute, seeing as the collection of card scans is over 300MB, but is there just a generic program i can add my own pictures to?
 
There was OCTGN, but it was removed due to copyright and stuff.
So, it won't be a good idea to start it again.
