Ruling Team Aqua Diffuser

Aqua Diffuser (and Magma Pointer for that matter,m as well as the old G Scope and G Booster from Plasma Blast) don't let a Pokemon attack twice. Pokemon can only attack once per turn unless something specifically allows them to attack twice, such as the Omega Barrage Ancient Trait. The text "can also use the attack on this card" means that the appropriate Pokemon the card is attached to can use that attack instead of whatever attack(s) are printed on it. So, if you have an Aqua Diffuser attached to the Shpeal you linked to there, you'd be able to select Aqua Diffuser or Water Gun as your attack for the turn, but not both.
