I would rather see something more like this for the main attacker:

Mandibuzz

It works off of Umbreon and snipes. Not a bad combo. Considering you have Circulator in there, you can abuse Mandibuzz as your sniper. Its also not flippy like Primeape is. You also have Junk arms to abuse the circulation.

I also wouldn't use Pokegear. Reasons being is that it really doesn't help all that much. You should be using Pokemon Reversal so that you can max your chances of snipping with Mandibuzz.

Onto the changes:

-4-4 Primeape UL
- 7 {F}
-2 Pokegear

+4-4 Mandibuzz
+7 {D}
+2 Pokemon Reversal OR Junk Arm (so you can re-use Circulator even more if you don't like the flippyness of the Reversal)

first mandibuzz does 50 with damage on that pokemon primeape does 50 x the number of heads to any pokemon its more useful than mandibuzz and your asking me to switch the point of the deck to something less effective
i like reversal but id rather have a definite switch but reversal wouldn't hurt

well the thing about furret is that its not as fast as pidgey and doesnt make a good starter
and its not putting basics on my bench or i would have made the deck with 4 stantler with pidgey its any pokemon helping with primeapes and eeveelutions

How about using Cleffa as it has the ability to get you out of a bad hand? Also, umbreon doesn't do well in the new format as a lot of pokemon will have abilities or none at all. It will be good against Donchamp but you have a weak line now.

that it requires an energy to draw a card and that it gets shuffled into your deck. Take out Primeape and Pidgey and replace them with 4-4 Mandibuzz and 4 Cleffa.

EDIT: Primeape could deal zero damage because it's 50 times the number of heads. Well, what if it's zero. and 50 x 0 = 0.

im aware of that risk and mandibuzz needs samage on a pokemon again as I explained at the top

When it comes out you should put in the victini that allows you to re flip attacks halving the 50% chance to get no damage from primeape's attack.
