Someone from the league says that after using the evoluter or devoluter it gets discarded. Is that true ?

So the question is : after using the evoluter or devolouter does it get discarded?
 
No, it is not. It used to be that way, but read the new cards. There is nothing on them that says that you discard them after one-time use.
 
Yeah, there was a rulings question on that and an errata on the rulebook too.

TM TS-1 and TM TS-2 are not discarded unless told to be done so by another effect or when the Pokemon holding it is Knocked out.

Perhaps if you were to specify what you meant by "hold it" you could get an answer. Otherwise, we have no idea what you are talking about. :/

You mean keeping it on the Pokemon I take it.

TM-TS2 is not just needed for a one time use. It is normally used at least twice, either to deal a stalling KO (with someone like Electrode SF), or to devolve a candied Pokemon. Also, there with be a new Porygon Z which deals extra damage for every TM it has on it.
