Yes. Technical Machine doesn't count as a tool, so you can have as many Technical Machines on a Pokemon as you want.
Which is exactly why Promo-Z is so broken.

Not really broken, as once you knock out a Porygon with 4 TM's on it, those TM's are not recoverable.
