Ruling TGW and Fossil Questions

1) If I have no cards in my hand but my opponent does, and/or vice versa, or even if we both don't have cards in our hand, can I still play Team Galactics Wager?

2) Can the following search for fossils (Old Amber, Helix, Dome)

-Great Ball
-Call for Family
-Roseannes Research
-Celios Network
-Bebes Search
-Holon Mentor

If not, is there anything else besides Fossil Excavator/Holon Fossil/Kabuto (MD) that can search for fossils? LMK. Thanks!

2. Old Amber isn't a fossil, and none of the cards you listed can search out any fossil. Fossil Excavator can't search out Old Amber.

Yes. The only time you can't play TGW is if both player's hands and decks are empty. And then the game ends next turn anyway

No. Fossils aren't considered Pokemon until they are in play, so no Pokemon search card can select a Fossil.

As PMJ noted, Fossil Excavator can't retrieve Old Amber. It's a Fossil, but it's not "a card with Fossil in its name", which is what Fossil Excavator calls for.
