The Cool Deck-Ampharos Raikou EX

Ok, so about a week ago i had an idea to pair Ampharos DRX with Raikou, and add eelektrik for late game energy attaching, and help with sniping with raikou. The Goal of the deck is to hopefully get a T2 set up with a ampharos, and so whenever the opponent attaches energy's, they have to add 3 damage to that pokemon, and then with Raikou EX, i can snipe bench sitters, or just weak pokemon. Crushing hammers are so i can get more energys off, so ampharos's ability can DO WORK!- So i dont know why, but with this deck, i constantly have such bad luck, i just get full hands of energy and rare candys, or just pokemon, or stuff like that (i know i cant help that, but i know i am shuffling good, its just bad luck....)So i played a few games with this last night against a few of my friends and when this deck is set up, its really good, but last night the problems were:

-Not consistantly setting up
-Slow set up
-For some reason can never get a DCE
- Cant get any draw power

So Here is my list:

1 Keldeo, Take out the Ampharos line, put the 4th eel, add Zekroms and mewtwos ex

You play a bit too many energy so..
-1 Dce ( y do u need these? for raikou's attack?)
-1-0-1 Ampharos line
-1 level ball
-1 skyla
-1 rare candy

+2 N
+1+1 eel line
+2 Non-Ex attacker( bouffalant maybe? a use for Dce...)

Please explain all of of your suggestions. ~alex

If you're going to run ampharos, would honestly just stick to a pure ampharos deck with 4-2 hammers.
and run a bench supporter.
maybe 1 darkrai/keldeo with a blissey line to heal you. I don't know.
