Ruling The new Empoleon

Will the new Empoleon do 10 damage to each of yours or your opponent's benched Pokemon? I know it says that it does 10 to your benched Pokemon, but I saw a couple places that says it damages your opponent's bench, and I found it wierd that you would have to flip heads for a draw-back.

It has to do damage to your bench. Doing 100 and a chance to do 10 to all the opponets bench is just broken. Its a balancing effect to the attacks relatively low energy cost. The heads for the drawback is weird. Maybe the opponet flips.
