Strategy: Build Up Rayquaza Ex using eels, search out other attackers using ultra ball. The discarding helps us, since it gets energy in the discard. after attacking with Rayquaza, retreat for free, using skyarrow, and rebuild using eels.

I think more of a 4-3 eelektrik is needed because you want to recharge rayquaza as fast as possible and it is more consistent. I think there are too many energies so
-1 electric energy
+1-0 eelektrik

And if only you could use junk arm...

If you want to get rid of more energies another mew two, zekrom EX, could always work if you wanted them. Or more draw power.

I was wondering whether to put in a second zek ex instead of Mewtwo. I haven't used Mewtwo that much, but I was wondering what you thought

Zekrom EX certainly also works very well as an attacker and mew two works well as a counter. I think maybe a zekrom EX, but its your preference.

I would cut all the pokemon except for the Eels and Rayquaza. They aren't needed, they just become dead cards. This deck should be built very strait forward so take out the cards that slow you down like Cilan and Super Rod.

I think that the Pokemon just make the deck faster. and I don't want this to run like Straight terrakion, With litterally 10 Pokemon and 40 Trainers.

Why not:
4 Rayquaza
4-4 Eel

The other pokemon can't do anything that rayquaza can't do with the right support. If you make the deck really consistent, you won't need the other pokemon. Maybe a few Research Record for the T1 set up.

Maybe not all the other pokemon. I find thundurus to be extremely helpful discarding energy and attacking. Mewtwo EX may be needed too against other mew two.

Even if it is bw-on, Rayquaza is a better starter than Thundurus

True, I'll max it out, in exchange of thundurus. and your opinnion iisnumber12, do you think I should remove cilan and zekrom Ex to put in 1-1-1 Venusaur, which would help search tremendously?

I highly recommend you do not do so. A 1-1-1 line, especially in this format, is nothing but inconsistent. It requires takes up too much setup time, it can easily be KO'ed via Catcher before Venusaur gets setup, you risk having Bulbasaur, Ivysaur, Venusaur prized, and the time you take to setup Venusaur for searching Pokemon could just be used to search out your other Pokemon.

Okay then, what do I do to make it consistenter. I am removing Thundurus for Rayquaza Ex, but the deck problably will still not be consitent enough. During the time being, it starts attacking or turn 3.

Max out eels and Tynamos and add a few supporters

What suuporters? Cheren? Binca?

-1 Tornadus
-2 Cilan

+ 1 eel
+ 2 Cheren/Bianca

+ skyarrow

Go with Bianca. Also, add a 4th N. It is really hard to work with the supporters because you're assuming it will be Bw-on. It is probably going to be CoL on

Why in the world would it be CoL on? Japan doesn't even have CoL so that is pretty much impossible, plus I can see no reason why they wouldn't rotate it to the beginning of a new era to make it simpler. Keeping Pokepowers/Bodies and Abilities together is making the game a lot more confusing as well, which is something TPCi seems to be trying to avoid with the BW era.

I'd go with these changes:

-1 Rayquaza EX It's simple enough to search out, and you can only get 3 KOed. You have Super Rod anyway in case one is prized
-1 Zekrom What is this guy for, really?
-1 Super Rod No real reason to run two of these, you don't run very many Pokemon, the 4-4 Eel line means you shouldn't need to recover it too often and energy is usually better in the discard
-2 Pokemon Communication You don't really have enough Pokemon in this deck to really make use of this card, Level Ball and Ultra Ball outclass it
-3 PlusPower I can't think of too many reasons to use this card, and Altaria outclasses it anyway

+2 Level Ball To help you search out Eel and Tynamo really easily
+2 Ultra Ball Maxing this out to make up for dropping the Pokemon Communication
+2-2 Altaria This gives you a better attack boost than PlusPower in the deck.

I personally would also remove the Bianca for Cheren because Bianca is not a very good card but you have very few cards that can't be played down immediately so you could get your hand low enough for Bianca to be useful. It would have to be tested a bit more. Mostly my changes are just using better searching cards, they should make the deck a little more consistent.
