I was needing a quick answer. Say my opponent tries to use Giant Water Shuriken on my M Sceptile EX. I know Theta Stop would stop it. My question is, since they already called for the Shuriken and dropped the Water Energy, would the get to reselect a target that it will effect. Or would they be allowed totake back back their choice of using Shuriken. Or would it just go through but no damage gets done because Theta Stop only says to prevent whatever is done but doesnt say it cant be targeted.

Your opponent would have to choose another target. Your opponent is only allowed to take back a play with your permission.

If there were no other targets, and you did not let your opponent undo the action, then he would have to use the power for no damage.

So if i chose not to let them take it back after they declared their targwt, would they still be allowed to take back just enough to choose a proper target?

As PMJ said, only if you allow it. Although it may not seem like the nicest thing, in competitive play it's probably in your advantage to not allow your opponent to take a play back. After all, in a tournament where prizes are on the line, all players should be expected to have practice and be playing at their best. When playtesting or when playing for fun however, it's often a good idea to allow take-backs to produce a better game that will help both players learn what the optimal play is. Again, it's completely up to you.
