Looks like a pretty solid deck. I would replace the 4 Ilima with 4 Sycamore for better draw support. Plus, you already have a better version of Ilima (N). I'd also replace the 4 Poke Balls with Dive Balls. It's very important that you get those Magikarp early game.

This is a very interesting deck idea that I would never have though of. I actually built this deck and took it to my local league and won every match!

Watch out Gardevoir, Goli/Garb and Darkrai, 'cause the wrath of Magikarp is coming for you!

Undertale is dead, get over it. There's someone who used a Shuppet deck a couple years ago at a regionals and I think posted the list online. Try to find that list, and basically netdeck it. And BTW, Epic Splash is a different Magikarp than EVO, but it was reprinted as the shiny promo, so the AOR one is still legal. Play 4 Plumeria and 2 E-Hammer. 4 Splash Energy would also be good. I know that this is a troll, but if you're gonna do it, do it all the way.
 
Love the idea.... but....
Maybe play 4 magikarp from Burning Shadows, 1 Victini from Guardians Rising and 4 Nest Balls instead of Pokeballs.
