This deck is all about spamming Starmie bkt paralysis (slowly decks out your opponent). The plan is simple, keep your bench matched up with your opponent and keep Starmie attacking. Unknown and Robo Sub allows for bench flexibility and utility. Garbador is for three matchups: bats, Zoroark, and Trev. A special note, Parallel City serves two purposes: 1. Bench control and 2. Limit Starmie's damage output (you want the defending pokemon to last as long as possible so the lock stays in tact so Starmie lives and continues eating away turns. I've had great success at league and against friends with this deck. The last person I played was priceless,"I can't believe I'm getting trolled by a stupid Starmie!" Before you judge my Starmie lock, I strongly suggest you try it out for yourself.

Interesting deck concept. A few thoughts for your consideration; IMO:

There are only 59 cards listed; 1 more is needed.

You should include a few Ultra Balls to help search out your Garbodor; Level Ball will not do it.

There are only 4 Shauna for card-drawing support; that is woefully insufficient for consistent deck operations.

The 2 Float Stones will, most likely, be insufficient since players will either Lysandre your Garbodor and KO it or just remove your very limited number of Tools.

Including a few Puzzle Of Time Items can help you recover discarded your Parralel City.

Lastly, the Holon Phantom energy is not legal in either the current Standard or Expanded formats; those can just be replaced with regular Water energy.

An easy counter to your strategy is for your opponent to limit his/her bench to just 2 Pokémon. Starmie's 30 damage output is insignificant, relatively speaking; and 1HKOing a 90 HP Pokémon is not difficult for most players. Muscle Bands could boost your damage output.
 
Thanks for your input! I love the ultra ball idea; I will add a few. Maybe I should have explained/discussed the deck engine in more detail. Shauna isn't the only draw/additional card resource this deck has to offer. This deck almost abuses Uknown for both draw and bench support (Super Rod=rinse and repeat)as well as Starmie's first attack which can get me out of a bind in some cases for one water energy. Also, Skyla allows me to pull practically any resource in the deck (If I need an energy I have prof's letter, Evo soda etc.) This deck doesn't need much to be effective. This is one of those decks you have to run a couple of times to understand fully, which is why suggested testing it out earlier. Furthermore, I am weary of playing two Float Stones. Puzzle of Time pieces can fix both the Float Stone and Parallel City issue. On a side note, if I just paralyzed my opponent and they Lysandre out a Garbador nothing will happen as long as Garbador has Float Stone and I paralyzed my opponent last turn. Lastly, I wish Starmie's second attack did ZERO damage as I want the opposing pokemon to stay alive as long as possible (paralyzed the whole time of course) so something doesn't revenge kill Starmie and the lock continues until I run my opponent out of resources (deck). Parallel City mitigates my damage output to 10 each turn and helps keep the opposing players bench low so I can match their bench. I know this deck is weird and looks like crap, but I wanted to try something new and different that would surprise people. It's also been a great challenge to build a deck that features Starmie in the forefront. I really hope you and others try this deck out for s**** and giggles. It might just surprise you and some future opponents. Cheers!

I've been toying around with this deck online since I saw it a few days ago. I love the idea of paralysis as the main attack. It is crippling, and there's good reason every other Standard attack with it relies on a coin flip. BUT, there's a lot of things wrong here. It is very hard to actually win a game decking your opponent out just one card at a time. Nearly every win I've gotten here was through concession.

The trouble is there are so many ways to break a paralysis lock. Evolving, items, the occasional supporter. And then Starmie is so weak he is quickly killed off. And because you are going one card at a time your opponent will hit those items sooner or later. Plus they have time to build up guys to kill you off.

Without suggesting a whole new deck for you, would this build not work better with Vileplume instead of Garbodor? If you are item locking from the bench, while paralyzing from the attack, that locks the opponent much more securely in place. No more switches, ropes, Vs-ing for Az (or Olympia), no searching for evolutions with balls - and more frustration for your opponent meaning more discarding with Sycamore etc. What abilities are you blocking with Garby anyway? Shaymins? You want them to draw through their deck and discard more quickly. With water energy in play you could have Manaphy in for free Vileplume retreat too. This will mess with your bench numbers ofc, so maybe float stones are the way to go.

At the very least I think you should up your Delinquent count so to make them discard 3 multiple times per game. Plus since you never take a prize, if the single one is prized it's staying prized.
 
I would try to run hammers in this.
It just adds one more obstacle for your opponent to try to get around.
Maybe replace the rock subs.
