Hello!

The question is about Mighty Wind.
It says, that I can play every energy card that I want, even special energy.

Can I put on a special energy with Mighty Wind, even when Giratina-EX used Chaos Wheel?

You cannot use Mighty Wind to attach Special Energy in this case. Even though it is the effect of an attack and not your regular Energy attachment for your turn, Chaos Wheel is still in effect. As long as the Energy is coming from your hand, it is affected by Chaos Wheel. Contrast this with Garchomp BKP's attack, which attaches Energy from the discard pile rather than the hand, and would be able to attach Special Energy even if Ghaos Wheel is in effect.
