Strategy
Basically hide behind togekiss and build up lugia. Im not entirely sure what else to put into this deck, and im looking for suggestions.

Considering Rock Guard and Silver mirrors for togekiss to be more annoying. Max potions to make it harder to knock out it.

Mainly looking for a secondary attacker to get some damage on the board before i start up lugia. Almost put in tropius. But that would be dumb since it does the same thing as togekiss. I dont want it to be plasma or ex.

Eitherway, any suggestions?
 
Glaciate Kyurem? Hits for 30 to all the Opponent's field. Either that, or Kangaskhan. But Tropius COULD help in the mean time you get a Togekiss built up.
 
For an attacker maybe Terrakion with Retaliate? Or perhaps Stunfisk?

I know you said no ex but the best option would be Landorus EX or Cobalion EX in my opinion.
 
Probably, but I don't want to leave myself open to Sigilyph or Suicune just utterly walling me. Togekiss would take too long to take those Pokemon out.
