Ruling Togekiss's Delta Evolution

I am an avid TCG player and I wanted to know that if I placed down a Togepi on turn one and I had a rare candy and Togekiss in my hand could I play it on the turn I placed it down skipping the Togetic?

No. Rare Candy specifically states you can't use it on a Pokemon put into play this turn.

Delta Evolution just lets you go straight from Togetic to Togekiss without waiting a turn.
