Well the theme is... i know that togepi appears in the white forest but i´m here and i don´t kno but togepi don´t appears :c someone help me :c here appears... Aron, Hoppip, Ryhorn, Mareep and Happiny... please help me i play in desmume emulator cause i don´t have a NDS... cheats don´t function in this emulator so please help me to found a togepi... please :C
 
Togepi only appears in White Forest if you have a specific NPC in the White Forest. In this case, the NPC's name is Miki. Unless Miki is in your White Forest, Togepi will not appear.

The only way to get Miki is to find someone whose WF (or Black City) has Miki. Then use Entralink (via C-Gear) to enter that person's world, then go to their WF or BC and take Miki for yourself.

And since you have an emulator...that may or may not be possible, sorry.
 
That is probably because that game started with Miki. When you start the game off you're given a handful of random NPCs, like 10 or so out of the 30+ that exist. And to get the others, you need to go Entralink raiding.
