Ruling Too Cheap Eevee?

I use the Eevee from the old set unseen Forces. it says on the pokemon Power that you may attach an energy and then evolve to the Eevee evolution of that type. I am wondering if this same thing applies as on rare candy: can you use this on your fist turn and evolve?

If the evolution you will use is in your hand and you're going second, then yes, you can use this and evolve on the first turn.

You can use Rare Candy to evolve on your first turn only if you go second. Going first makes it so that you cannot play ANY Trainers from your hand whatosoever. As long as you go second you can play it, thus, evolve on your first turn.

No, but rare candy is a trainer.

If you were going first, you cannot use rare candy, but you can still use the power.

You can evolved eevee on the first turn by Poke-Power (even if you go first)
You can use rare candy on your first turn if you go second
