This deck is meant to be a disruption deck aimed at lowering the hand of the opponent through cards like Red Card and delinquent, as well as Tsareena SUM and Tsareena GXs GX Attack! The deck also runs gastly and haunter from generations to confuse the opponent which is aided by chaos tower to prevent your active from being confused.
The goal of the deck is to lower the hand and to use disruption cards such as torment Spray to remove remaining supporter cards which the opponent has not discarded.
Devolution Spray is used for normal Tsareena and Haunter to reuse the abilities.

When the new ultra beast Nhijelgo comes out Id replace that with your haunter line as it does the same thing but doesnt need evolution plus its GX attack could be helpful. Id play 2 acerola.. devo spray can be helpful but would use soley on Tsareena and not have to use on a haunter when Nhijelgo can leave 2 special conditio s and reuse it the5ough acerola.

Chaos tower

Chaos tower is huge so I would play minimum 3, maybe 4 to make sure it lasts. Having 3 different evolution lines is always tough in a deck. Id get rid of the morelull line. Id rather splash an A. Vulpix or 2 and use beacon instead. Also I would add a 3rd Tapu lele if possible. And Id still suggest Acerola even before SM4 comes out so you can reuse tapu lele or rotate a Tsereena to a different stenee.
