Just a few comments, do what you will with them.

First you only have 19 Pokémon not 21, this leaves you room for 2 more energy I'm guessing.

2 Fisherman and 2 energy retrieval seems excessive.

3 baby volcanion seem almost useless in this deck, considering what makes them relevant in Volcanion EX decks is Fighting Fury Belt and their ability to get energy fast from the discard pile. You don't really have that in this deck in favor of turt, bursting balloons and energy retrieval. You also don't have scorched earth to speed up this process.

4 turts and 4 volcanion is also a bit excessive, no need in my eyes to run more than three of each, other than you wanna start with them over a staryu or remoraid, which is also a problem, testing the deck for starter balance is probably a good idea there.

Other than that this deck sounds solid and has probably crossed a lot of minds when turt was released so if I can get my hands on this stuff I'll probably run it too.

I honestly feel like Scorched earth is overrated and wanted to add sky field for more bench space but forgot to add it, you're right about smallcanion and I think running 3 volcanion EX is dumb if one is prized you only can do max 80 damage, which greatly slows down the deck

Would prefer a heavier energy and supporter count, and would highly recommend DCE's so that you can start streaming Shell Traps as soon as possible.

So I'm showing your current list being at 62.
Cards that I believe we need:
+2 DCE
+2 Fire Energy
+1 Professor Sycamore

Would also like a Lillie since you are playing Lele, but there's nothing that I could justify dropping for it.

Cards to drop:
-1 Bursting Balloon
-1 Eco Arm (With 3 Balloons and 1 Eco Arm you have a possible 6 turns of a live Balloon. With a full Volcanion Bench, Shell Trap swings for 140, so 6 turns of that is brutal to almost any deck. Best argument I could see for 4th Balloon is ensuring you see it Turn 1, and I would argue that Trainer's Mail would help you more there.)
-2 Energy Retrieval (Playing Fisherman and Starmie)
-2 Max Elixir (I really don't want to cut this, but so long as you're playing such a high Pokemon count I can't really justify the deck space.)
- 1-1 Either Octillery or Starmie line, whichever you consider inferior.

I would also like Trainer's Mail/Acro Bike, but the list is super tight as is. Personally I'll be exploring a Shaymin/Hoopa Engine with the deck in place of Octillery and Starmie, but I fully understand if that's not an option for you. Overall I really love the idea behind this deck, and if it can keep the speed of Volcanion now then its something that I could definitely see as a threat in the future.
