Can anyone tell me why there are two arts for each dialga and palkia Lv.X?

The ones that have the bigger picture are from the actual set and come from the booster packs. The smaller images are of the japanese promo starter decks.
The down part in all this is that only the ones that come from the boosters are modified legal, when the cards come out in english (and only after they have been printed in english!). Remember, the promo deck versions will not be allowed in modified tournaments even if you have an english version of the card outside your deck or a reference page from the card-dex. This is because they have alternate art than what the ones that will came from the english boosters will have. The promo versions are useless and non-valuable. They just look nice.
