Ruling Two dumb questions

In the league I play we have two doubts about the basics that say Baby Evolution.

1- Can I attach a Boost or Scramble energy to a Chansey that evolved from Happiny?

2- Can I put a Rare Candy on a Magby to evolve to Magamortar?

I hope you could answer these questions.

1- Chansey is thereby evolved and thus Boost-compatible.
2- Magmar never states that it evolved from Magby, thus breaking the evolution line.

Houndoom's right on the first one. As for the second one:

Q. Can I use Rare Candy to evolve Pichu into Raichu EX?
A. No, Rare Candy states if you have a card that "Evolves From" your Pokémon Pikachu does not say that it "Evolves From" Pichu, so Rare Candy will not work in this situation. (Sep 11, 2003 PUI Rules Team)

Substituting the appropriate words, you find that you can NOT use Rare Candy to turn Magby into Magmortar.
