I have two questions
1. When electivire lv. X attacked a pokemon with a pokemon tool (let's say buffer piece), do the damage done by electivire reduced by 20? i.e. Will electivire's attack first before discarding or have the effect of discarding tools before the attack?

2. For beautifly in DP1, giga drain removes damage counters equal to the damage done to defending pokemon, if the defending pokemon has only 10 HP left, and is knocked out by beautifly's giga drain this turn, does the attack counts as 50 damage or 10 damage?

I am pretty sure that the answer to #2 is that it only does what damage you do. If the opposition Pokemon only has 10hp left, then you only get 10.

I am not 100% sure though, but it seems logical.

to 1:

No, first Damage then the effects of the attack's

to 2:

You remove 10 Damage, cause you do only 10 Damage to the defending pokemon

Answer for the 2nd question:

== GIGA DRAIN (Beautifly - Diamond & Pearl)

Q. If Beautifly does "Giga Drain" and the Defending Pokémon only has 10 HP left, does Beautifly still heal itself for 50 damage?
A. Yes, because the 50 damage is still done, even though it is more than enough to KO the Defending Pokémon. (May 31, 2007 PUI Rules Team)
