Ruling Tyranitar/ Cobalion

If Cobalion uses Iron breaker on Tyranitar, would Tyranitar still have to be switched or retreat in order for him to attack, or could Tyranitar use Power Claw? I'm thinking he still has to be retreated since it is an effect on Tyranitar and not on the defending Pokemon, Cobalion, but I want to make sure.

Also, say you use a switch for a Pokemon with no retreat cost and then bring Tyranitar back out, and use Power Claw. (It is correct that you can only retreat once per turn, even if the Pokemon you retreated had no retreat cost, but can use as many switches as you can, yes?) If Tyranitar has two special darkness energies on him, and Cobalion has two special metal energies on him, do the effects of all of the special metal energy in play still work and basically just cancel each other out? So in this case, Power Claw would still do 60 damage?

Power claw says effects on the defending Pokemon. Since iron breaker puts the effect on tyranitar you would need to bench him and make him active again to be able to attack.

Even if the Pokemon has a retreat cost of zero, it is still retreating which you may only do once per turn.

If cobalion has special metals, those are effects on the defending Pokemon. So power would go through them and do the full 60 (it would do 80 if you have two special dark).
