Ruling Tyranitar Prime and 4x Weakness?

I have two really strange questions that I wanted to answer because my friend and I keep arguing over who is right and I hope to find out the answer.

1.) I was wondering if you attached expert belt to Tyranitar Prime and used the attack Darkness Howl, would you cause 40 damage to each Pokemon (Excluding Dark Type), instead of the usually 20? I'm not sure beacuase I think the damage would 20 to the bench and 40 to the opponents defending Pokemon, but my friend disagrees with me.

2.) If a Pokemon with 2 types like a LEGEND Pokemon attacked another Pokemon that was weak to both types would the damage be x4 or still x2?

1) "...and that Pokemon's attacks do 20 more damage to your opponent's Active Pokemon..."

That should answer it right there. You are correct in your assumption. It does NOT add damage done to any Benched Pokemon.

2) Weaknesses and Resistances always stack if multiples exist, so if a Pokemon that was both of the types that a LEGEND was weak to, it would be x4.
