Ruling UF Lugia EX 200 attack

I was just wondering is UF Lugia Ex the only Pokemon with the highest and strongest attack "200" is that really true
 
Charizard ex from FR/LG also does 200 damage.

But if you want to include every card then it's Shadow Lugia, which does 1000 damage I think. It's a jumbo promo card which can't be used in decks since it's so big.
 
Eggs from FRLG, facing a haryiama ex that used it's second attack (given it used charity, the opponet koed an ex and you koed one of thier pokes, excluding an ex) with 4 scrambles activated, 4 dre, 4 dce, and 40 energys attached can do 5380 damage. Of course, infidente heads from marowak aquaplolis (sp?) can do....well, infidente amounts of damage.
 
Also The rayquaza from deoxys and from the dragon can do alot of damage the deoxys verison of rayquaza does damage depending on the amout of energy attached to it and the dragon one keeps doing 40 damage until you get tails
