Okay, so in a team battle does irritating Buzz hit both actives if they're not fighting? Didn't want to start a new thread on this card if there already was one, but posting on the topic where it already started got it locked.

Yes, Sand Buzz will affect both your opponent's Active Pokemon if you are playing a 2 on 2 battle...

Poke-Body - Sand Buzz
As long as Flygon is your Active Pokemon, put 1 damage counter on each of your opponent's Active Pokemon between turns, excluding Fighting Pokemon.
