The strategy is to use Vileplume's Trainer Lock ability to keep Trainers out of the game, in late. Umbreon will be a big attacker and the most irritating of the matter is a near knock-out turn failure because of his PokeBody. Persian, Judge, Murkrow, and Looker's Investigation will be the disruption. Paras will put foes to sleep, causing more irritation, and a bit of mind games. Special Darkness Energy is self explanatory. Houndoom Prime is for keeping sleeping Pokemon on the active. Sableye is for retrieving Energies from the discard pile. Skuntank is just an attacker.
 
I like the idea of the deck. It's just...some things are kind of iffy in the deck to help it get along. It seems like it's just combining a couple of main Attackers with a little bit of disruption from Persian, which doesn't quite work because Umbreon does more damage for more Eeveelutions in it. Since this isn't an Eeveelution deck, that doesn't go together quite well. There's really nothing to support from Houndoom's Burn so I don't really understand that. If you go disruption, this is probably something I would do:

Wouldn't team rocket's trickery be better than initiative if your aiming to discard? I think it would be more annoying myself. Also, if they don't have a very big hand, there's not really anything for vileplume to lock :/
 
Still, they could topdeck a Trainer that lets them get back in the game. It completely locks, just in case. XD
