Ruling uncommons better than rares

We just had the slight problem that almost all good Pokemon cards were Rares. Maybe the game is evening out a bit more now. I didn't notice anything special yet, though, and I think this marketing strategy wasn't the worst since we get a guaranteed rare every pack.
 
yeah I know, its just that I was amazed by some of the uncommen lines like grumpig and eggsecutor etc.
