Ruling Unfezant (RSK) Clarification

Does Unfezant's attack "Strong Winds" Affect all pokemon on the bench and the active or just the two active pokemon?
 
In situations that refer to "each player's Pokemon", it means each players active Pokemon.

I'll bring this up in the official Professor's forum however. If the attack did target all Pokemon it would result in an automatic game over (because both players have no more Pokemon to play).
 
Oh! I thought it says to shuffle each card "attached" to their pokemon? Because...If you would do this attack and have one Benched Robo Sub couldn't you win as well? hehe
 
It affects everyone in play, but you're misunderstanding what the attack means.

Strong Winds removes all cards that are attached to the Pokemon, meaning Energy and Tools. It does not remove the Pokemon themselves from play.
 
PMJ is correct. In addition to affecting all Pokemon in play, there is one important exception to Strong Winds' effect, and and that is what happnes to the Team Flare tools Jamming Next and Head Ringer when the attack is used. These cards specifically state "when this card are removed from a Pokemon for any reason, put this card in its owner's discard pile." So, any Jamming Nets and Head Ringers in play when Strong Winds is used would be discarded rather than suhuffled into their owners' decks.
