This deck was rather popular in the DP-on era. It revolves around a single card from Majestic Dawn, plus a bunch of other things you can do besides.

Here's how it works.

Key cards:
Garchomp LV.X (MD)
Archeops (Red Collection)
Regice LA or Junk Arm
Several Evolution cards with relatively few basics
Professor Elm's Training method or similar cards.

Strategy:

1.) Get out a Garchomp LV.X as fast as possible. You can use either the MT or SV one as a base. SV one is probably better for this purpose since you are only going to use Restore.
2.) While you're at it, start discarding cards from your hand with Regice, Junk Arm, or similar cards. You can also set up a second Garchomp.
3.) Use Restore to take an Archeops from your discard pile and put it into play.
4.) Keep using Restore as much as you can to revive high-power evolved Pokemon, such as Gallade SW, Machamp Prime, and so forth.
5.) Do that as much as possible until your bench is chock-full of evolved Pokemon. Restore lets you bypass Archeops and revive Pokemon straight from the discard pile.
6.) Profit.

Other cards that could help this deck out are Spiritomb/Vileplume (since Garchomp LV.X is going to take a very long time to set up, as will all the discarding), as well as any cards that can lock or hinder your opponent. Spiritomb and potentially cards like Cleffa can be good for this deck, and Snowpoint Temple is a great stadium; it will benefit all Restored Pokemon. Its weaknesses include anything that gets set up faster than it, or can pose a serious threat - Machamp SF will destroy this deck, so at the very least, a Psychic-type attacker must go in the deck.

Aside from the fact that the only thing it uses outside MD-on is an Archeops (tbh Archeops' only purpose is to lock up your opponent), could this deck ever work or is it just not fast enough?

Pretty good idea. Reminds me of last format when my friend made a deck with Garchomp to restore a ton of Eeveelutions and abuse Espeon Prime and Umbreon Prime.
