hi can you ban cards from a unlimited format say like if you think a card is to broken can you just ban the card from being used.

and also is there any card that can make all coin flips tails

if you're playing unlimited then i'm assuming you're just playing with your friends, then sure, you can ban anything you want. its up to you.

Shiftry from Rising Rivals makes all coin flip tails with his pokebody

Shiftry doesn't make all coin flips tails.
It only makes all the coins the opponent flips during his or her turn tails while it is active.
So things that flip between turns(like burn and sleep) and things your opponent flips for during your turn (like dialga Lv. X's Time Skip) aren't affected by Shiftry's pokebody.
