Ruling Unlimited question about Broken Time-Space

Can Broken Time-Space bypass the "you can't evolve that Pokemon this turn" clause of cards such as Hyper Devolution Spray? The effect of BTS kinda clashes with that clause, and it also determines if an unlimited deck I thought of is viable. Thanks!

Broken Time Space pretty much allows you to break (dur hur) the normal rules of evolution, so, yes, you could devolve and then evolve again if BTS is in play.
