Ok, I'm confused about the poke-power's effect. Since Unown E is considered as a Pokemon Tool when attached to a pokemon, we can only attach 1 Unown E to a pokemon at a time or we can attach more than 1 since it is a pokemon that is considered as a Pokemon Tool??

It is considered a Tool once it's attached as such. The general rules for Tools apply (you can only attach the Tool to a Pokemon that doesn't already have a Tool attached).

It is 1 tool per Pokemon that way your Pokemon has a free hand to attack still.:)
