Ruling Unown ITEM

could one attach Unown E as a tool and still be able to use the ITEM combo power (if the other three were sitting on the bench like normal)? I mean, it is still in play....

This has precisely nothing to do with it. Unown ITEM requires them to be all on the bench, therefore it wouldn't work.

Unown's PokePower specifically states the Pokemon MUST be on the bench.

Besides, even if they could be ACTIVE, Unown E, attached to a Pokemon as a tool, as it says on the card, it is considered a tool. So therefore it no longer counts as a Pokemon, but as a tool.
