The Japanese Pokemon Website has revealed that Snivy will be distributed from December 4th until December 18th at Pokemon Center stores in Japan. The Snivy will be male and will be at level 5. This Snivy is being distributed because of the grand opening of the Pokemon Center in Tohoku.
