Updated Charmander?

I was just playing the online TCG againt the kid who uses a fire and electric deck, and he played a Charmander and Charmeleon card from the base set, but with updated artwork.

Is this online only or is this in an actual set?

They are the reprints from Diamond & pearl: Stormfront.

Edit: Do any of the other sets have updated artwork cards? These are really cool.

Um from what I know of for secret rare reprints there are Charmander, Charmelion, Charizard, Hitmonchan, Scyther, Electabuzz, Flying pikachu, Surfing pikachu, Pikachu, Moltres, Articuno and Zapdos.
