OK, Ursaring deals 100 damage if you have a damaged Teddiursa on your bench. It also heals the Teddiursa. But what if you have 2 damaged Teddiursas on your bench? It doesnt say you got to pick one specific teddi...
It should be read something like this "If there is at least one Teddiursa on your bench with damagecounters on it... does 100 damage... heal that Teddiursa" You don't really choose anything. The attack kinda sees the whole bench at once.
It says from that Pokemon, so it only heals 1. otherwise, it would be worded: If you have 1 or more Teediursa on your bench, and any of them have damage counters on them....yadayadayada.
But the first attack isn't what we are debating now, is it?

"If Teddiursa is ony your bench" only specifies one. If it did not, it would say "If there are any".
And to the first attack, the Defending Pokemon, which you used the attack with, would be confused and all damage that it would do will be increased by 60. And even though it used the "Switch/Retreat" method to remove confusion, it the 60 increase in damage would still apply.
^No, all effects on teh defending pokemon are removed when it goes to the bench (same thing as if a pokemon retreated after getting attacked by dustox ex's silver wind).
The attack is very confusing because it says if Teddiursa twice which is a misprinted card.
However the top attack is like Swagger in the GBA games because it sharply raises attack and confuses the opponent. If you use that attack you are basically helping your opponent win. On the other hand though he/she may get knocked out before being able to attack but it is a risky move.
