Ruling Utter noobish question.. Please dont laugh..

Guys, i've been having this doubt.. although it's utter noobish, please don't laugh.

Ok, Lets just say, i'm playing. And, i mulligan up to 3 times. Does that mean that both parties must shuffle everything back to the deck and re-setup? I know, it's very noobish Please dont laugh. I've heard this 3 times turn from a few friends of mine, but i've never heard it off anywhere else, and they aren't really good at these stuff, so, yea. I wondered this because, i dont think that mulligan-ing your opponent 43 Times and winning the game is allowed.. Please clarify this to me. Thanks a bunch, in advance.
 
You can mulligan seventy trillion times in a row if you end up doing that, but your opponent isn't forced to draw any card for any mulligan. There is no rule saying you both have to re-setup after 3 mulligans. As a matter of fact, I would be willing to bet any money that your opponent is actually not allowed to say "I'm gonna completely re-do my setup now" and actually do it.

wow your freinds are mean for doing that but ya at one of the tournys i went to a person mualed 18 times and you dont have to take all 18 you can just take 10 or even all but just dont deck out lol
