Does this mean that the attack isn't affected by weakness? It doesn't name it.

Q. The Deoxys-EX attack "Fastwave" says, "this attack's damage isn't affected by Resistance, Poké-Powers, Poké-Bodies, or any other effects on the Defending Pokémon". But what about Weakness; do you apply it or not?
A. Since Weakness was not specifically mentioned, you apply it when using the Fastwave attack. (Jun 2, 2005 PUI Rules Team)

no it has to say it on it the any other effects is applying to pokemon tools attached to pokemon or long lasting effects of attacks like hariyama ex's pivot throw you would not get the extra 10 damage if you were to use Vaporeon ex's Fastwave attack

No, I know it sounds odd, but Weakness is ignored.

The "any other effects" refers to things like Metal Energy, Holon Energies, Attack effects such as Agility/Sand attack/Steel Wing, etc. Effects which arent Resistance, Poke-powers or Poke-bodies are put into the "any other effects" category.
