Ruling Venomoth PHF and Ultra Ball Interaction

If I use Venomoth's Dizzying Wind and on my opponent's turn, they play Ultra Ball and flip tails, do they still discard the two cards in addition to the Ultra Ball? Or is that considered an effect of Ultra Ball? The wording of Ultra Ball makes it seem like discarding is a cost to play the card.

Based on the wording of this quote from the compendium:

Q. What's the proper way to play a Trainer like Ultra Ball?
A. When playing a Trainer you first put it onto the playing field (not directly into the Discard Pile). Then you do what the card says, such as discarding two cards (those go into the Discard Pile right away), searching your Deck, showing the selected Pokemon to your opponent before putting it directly into your hand, shuffling your Deck, etc. Finally, after everything is done, put the Trainer card into the Discard Pile. You place the Ultra Ball down to play first. At that point, Dizzying Wind would come into effect. The player would flip to decide if they can use the Ultra Ball. If they flip heads, they then proceed to discard the two cards from their hand.
