Ruling Victory Star and Confusion and Other Effects

Victini's "Victory Star" reads: Once during your turn, after you flip any coins for an attack, you may ignore all effects of those coin flips and begin flipping those coins again. You can't use more than 1 Victory Star Ability each turn.

Can "Victory Star" also apply for the coin flip required in order to attack with a Confused Pokémon? Also, can it apply for effects on your Active Pokémon that require a coin flip in order for it to work, such as if your opponent used Swoobat B/W's Attract (If the Defending Pokémon tries to attack during your opponent's next turn, your opponent flips a coin. If tails, that attack does nothing)?
 
Victory Star only applies to when you flip a coin to do an effect with your attack. Like if you have to flip a coin for extra damage, or put a status effect on the defending Pokemon, or stuff like that. It does not apply to anything like status checks (burn, asleep, or confused), effects on your Pokemon (I.e. Effects that make you flip to see if your attack works), or things like abilities.
