If Vileplume is in play, would Allergy Flower prevent Pokemon Tools such as Eviolite from being played?

Just be aware it doesn't negate the effects of tools already in play. It just prevents other items being played from the hand.

Apparently, this has been an issue for some of the kids at my league, as well. You cannot play a Pokemon Tool with Vileplume out because it's still a Trainer card. The kids are arguing that it's a Tool, not a Trainer... lol
