It has a good draw T1. Other starters like emolga are better (especially with free retreat). Leaf Wallop is a more-or-less attack though it can OHKO Terrakion and Blastoise with it after hitting once. You would need a plus power for it to be more useful and OHKO Terrakion EX and Keldeo EX.
 
I use it in my rogue deck, in which it functions as a very nice Blastoise/ Keldeo counter (I run Aerodactyl DEX) as well as being a nice starter if I happen to start with it. More generally speaking, it's useful in Hydreigon should you reject Shaymin EX and Virizion EPO. I don't see much use for it outside of that, unless you have a rogue like me where it fits perfectly. For playability, it deserves a 7/19. Regular art is nice, but a little boring. Full art is freaking incredible. I've pulled 2 FA, 1 reg holo, and 1 reverse holo, in addition to my brother's 1 FA and 1 regular holo. Apparently it's common for a rare or we have weird luck. :p
 
Pros
-110HP is good for a non EX basic.
-Grass typing allows it to hit many popular pokemon or weakness.
-Resistance to water helps against keldeo blastoise.
-Can be splashed into any deck as a draw support. (especially if it uses blend energy)

Cons
-A little slow as an attacker, especially if it's not hitting for weakness.
-All keldeo needs is a 4th energy to OHKO it.

Best grass basic in the format. Can be splashed into any deck as a draw supporter or as a counter to terrakion or keldeo. Unfortunately, it's pretty slow as an attacker. The damage output of 40/80 will often leave it a few damage short of OHKOs. And that's assuming they don't just catcher around leaf wallop. It also doesn't do much against Keldeo. All they need is another grass and they can one shot this too.
