Ruling Voltorb ROS' Ability and Sudden Death

My opponent is playing a Pokemon with a recoiling attack in the active slot, lets say Voltorb RSK. He has some Pokemon on the bench. My opponent has not taken any prizes yet. I, on the other hand, has taken five prizes, and am down to my last one. My active Pokemon has 60 HP left, and my bench is empty. Voltorb uses Big Explosion, knocking himself out along with my active Pokemon.

Who will win in this scenario? Will I win from drawing my last prize card, or will my opponent win, since I was unable to promote a new active Pokemon? Would anything change if my opponent's bench was empty, as well?

I've been struggling to find a concrete source anywhere that says recoil damage lets you take a prize card if it KOs a Pokemon.

As such, with no quick way to test, I'll offer two scenarios

Scenario 1 (You don't take a prize): Your opponent wins

Scenario 2 (You do take a prize): As both players reached an equal number of win conditions at the same time (Because you resolve all effects of attack before promoting a new Pokemon, so you taking the prize for Voltorb being knocked out and you having no Pokemon to promote happens at the same time) then you go into sudden death. Start a new game by shuffling all cards back into a 60 card deck, then play like normal but with only 1 prize card on each side, winner is whoever wins first.

But, someone else needs to step in with a source of taking a prize card for recoil damage.
 
You take a prize any time your opponent's Pokemon is knocked out unless a card alters the amount you take. This has been the case since day one.

Voltorb uses Big Explosion, does damage to active and self. Attack is over, check for knockouts. Both Voltorb and the other active are knocked out. Each player has fulfilled one win condition so the game goes to sudden death.
 
I think the attacker resolves first, and the defender takes a prize card first, thus wining the game.

The attack is resolved first, but the taking of a prize card and the promotion of a new Pokemon occurs at exactly the same time. If this wasn't a game over, the person taking the prize/promoting decides in which order they do those actions. However, as this results in two win conditions at exactly the same time, one for each player, it goes to sudden death.
