It's a reprint from the Best of XY set (or something similar). Notice how the card layout looks different compared to the other two cards, most notably the set symbol and illus being in the bottom right instead of the bottom left.

VS Seeker is still standard legal in japan so it makes since to reference it in promotional material around cards that utilize supporters being in the discard pile
