What is generally the rule on how many VS seekers should a deck have? Why would you put 2 in a certain deck and 3-4 in another one?
 
Simply consistency. Some decks just have the space, or need more consistency. Personally, I find 3 the best amount of Seekers per deck.
 
If you have a rough Seismitoad match up, playing less VS Seeker and more actual Supporters will mean that Seismitoad can't lock you out of your Supporters.
 
It can depend on what other supporters the deck likes to run. For example, I like playing a heavy Skyla count in Virizion/Genesect, along with the standard Juniper/N/Colress, so I really only have room for 2 VS Seeker. In most decks, I like to play 3. It's such a strong card combined with Lysandre, allowing you to hit it so much easier.
 
Always depends on the deck. There's only two downsides to VS Seeker over a supporter--turn 1 and Seismitoad. Other than that, it's one of the best cards in the game (if not hands down THE best), so running a lot of them is good.
 
As you might gather from the above comments, there is no "certain" rule as to the number of VS Seeker one may run, but 2-3 works for a lot of decks, IMO. Another reason why one may run 2 vs 3 (excluding space issues) is whether or not the deck also contains a Lysandre's Trump Card.
 
Will someone explain how you even use VS Seeker? I refuse to run it because I'm not seeing how it's really beneficial besides begin able to get an occasional Lysandre. It's not like it's that useful, because you still need to have VS Seeker in your hand and the supporter in the discard to use it. I've been pretty fine without it. Is there a reason why I should be running it? It is needed?
 
Early game, after I've searched through my deck for the first time and taken "inventory" of my available resources, I know then if I can thereafter discard/dump certain Supporters with minimal/no impact later. Secondly, consider that some Supporter(s) might be even be prized. Having guaranteed access to a Supporter that's in your discard pile is huge at times.
 
Being able to choose which Supporter to play for turn is also really big. You can N your opponent down to one or two or get a Colress for 10 to try to draw into exactly what you need. You can avoid getting rid or your entire hand with Juniper if you have some other Supporters in the discard. It also allows for you to search out your Supporter for turnif you play Battle Compressor with it, though I don't think I would play Battle Compressor for that lone purpose. It also makes tech Supporters like Pokemon Center Lady / Xerosic / and AZ a lot more viable, plus the a bhai lot to reuse those Supporters, even though you only play one copy. I even played against one player who's Supporter line was 4 Professor Juniper, 4 VS Seeker, X Random Receiver, X Battle Compressor, Electrode (and then one Trump Card to get back resources).
